In recent months, more and more civilian aircraft have been hit with electronic jamming, wiping out their GPS systems and other vital navigation tools.But the phenomenon, while terrifying, is not new.Russia is suspected to have been targeting aircraft systems for years, but only recently caught attention for affecting RyanAir, Wizz-Air, British Airlines, Easyjet, TUI and Jet2.Between August 2023 and March 2024 alone, 46,000 flights in areas such as the Baltic, Black Sea and eastern Mediterranean logged interference issues.RyanAir had 2,300 flights affected, Wizz-Air recorded 1,300 flights jammed and British Airlines, Easyjet, TUI and Jet2 were also affected.The UK Civil Aviation Authority has insisted that flying is still safe as there are ‘several protocols’ in place to protect their systems onboard.Yet the warnings about suspected Russian interference into everyday flights went seemingly unheeded for years.    How normal is electronic interference on aeroplanes? A recent YouTube video documenting a long-haul flight from Copenhagen to Bangkok on Scandinavian Airlines revealed just how normal the interference has become for pilots.Flightradar 24’s video showed the moment the routine flight was jammed over the Black Sea, as the dashboard of the plane lit up.‘This one is now offline, and the other one is struggling,’ the pilot explained. ‘This is just the first one. There’s going to be more now.‘The navigation is still super precise. It’s not a problem. It’s only a problem if you’re going to land somewhere.’It’s not just GPS systems being jammed – position tools, navigation and timing (PNT) services have all been targeted.Later in the video, the clock on the plane was affected, forcing the pilots to ask air traffic control what time it is.The radar altimeter was also forced to be switched off during the flight because it signaled the plane was flying into the ground – it was not.Luckily airplanes have other systems to fall back on to keep passengers safe – but the phenomenon is still worrying.What does Russia gain from disrupting aircraft? Chatham House Russian expert Keir Giles, who is familiar with planes, told Metro.co.uk that disrupting electronic systems is one way Russia can practise for war with Nato.He added: ‘If Russia found itself able to deny GPS services not just for aircraft but also for ground transport, this would immediately sow chaos. What we have seen over the last few months is Russia practicing immobilizing Europe.‘But those who are most directly affected are the countries closest to the jamming or the aircraft flying overhead. As a result, most of Europe has barely noticed.‘Normalisation is bad. This is just a symptom of how much Russia does damage to our countries, ordinary people and businesses – and costs us. But nobody knows what’s happening – or pretends they don’t.’Cyber attack threats have also been on the rise from foreign countries.In early 2023, government minister Oliver Dowden revealed the National Cyber Security Centre (NCSC) issued an ‘official threat notice’ to those who operate critical national infrastructure.The NCSC said there was an ’emerging risk posed by state-aligned adversaries’ as a result of the Russia-Ukraine war, and organisations needed to ‘act now’ to protect themselves against attacks.Mr Dowden said these Russian-aligned groups now have a motive to ‘disrupt or destroy’ UK infrastructure.How long has Russia been disrupting aircraft? Warnings of Russian interference with plane navigation systems are not unheard of – and the Kremlin has continued to deny any wrongdoing.In 2019, the Norwegian defence ministry brought up the issue in a bilateral meeting with Russian officials.The electronic attacks have also been allegedly deployed in the Donbas, eastern Ukraine, dating back to 2015.In 2020, the Swedish Defence Research Agency wrote of how Russian navigational systems could attack vulnerable navigational systems. The warnings were seemingly ignored.Mr Giles added: ‘There was speculation that this was just spillover effects from Russia exercising its powerful electronic warfare capabilities in the region, but in recent times, it has become more systematic and more sustained.‘Now the interruption of navigational Services is treated as routine by airline pilots. Russia’s electronic warfare systems claim to have reaches of thousands of kilometers – and they have placed them at Russia’s Western extremities.‘Not just in Kaliningrad, but also in the far north. What we are seeing may be only a small part of Russia’s capabilities.’

A terrifying new hack that has the potential to bring down passenger planes is becoming more widespread, experts warn.GPS Spoofing can push planes off their flight paths and confuse the autopilot’s landing feature, causing them to potentially miss the designated tarmac.Cybersecurity experts have issued a warning about a surge in GPS spoofing attacks that have risen 400 percent since the first quarter of this year.They are also becoming more common in warzones, with areas like Ukraine, Russia and the Middle East becoming hotspots.Experts don't yet know the official reason why hackers are now employing GPS spoofing, but it can be used to alter location data and allow them to monitor people's activities and endanger flights.GPS spoofing attacks raise the potential that flights could crash by installing ransomware that could veer the aircraft off course and send them careening into other aircraft, terrain or the ocean.The attacks are becoming more common, but experts are still unsure why and a group has been set up to investigate the incidents and determine who is overriding the plane's GPS systems and why.A newly published report by the cybersecurity company OPS Group revealed that GPS spoofing attacks worldwide skyrocketed from an average of 200 per day from January to March to 900 daily since April.They reported that spoofing attacks targeted as many as 1,350 flights on some days.Hackers transmit counterfeit radio signals to the airline’s receiver antennas to override legitimate GPS signals and send false alerts to the plane’s localization systems that are meant to keep the aircraft away from rough terrain.Pilots have reportedly noticed that one of the first indicators that a hacker has employed GPS spoofing is when the aircraft clock begins to run backward.‘We think too much about GPS being a source of position, but it's actually a source of time,’ Ken Munro, founder of cybersecurity firm Pen Test Partners, said during a presentation at the DEF CON hacking convention in Las Vegas on Saturday.‘We're starting to see reports of the clocks on board airplanes during spoofing events start to do weird things.’He later told Reuters that ‘an aircraft operated by a major Western airline had its onboard clocks suddenly sent forward by years, causing the plane to lose access to its digitally encrypted communication systems.’In April, Finnair was forced to temporarily pause all flights to Tartu in Estonia due to GPS spoofing, which the airline blamed on Russian hackers.‘Is it going to make a plane crash? Remote Visualization-The Issue-Russia is conducting an escalating and violent campaign of sabotage and subversion against European and U.S. targets in Europe led by Russian military intelligence (the GRU), according to a new CSIS database of Russian activity. The number of Russian attacks nearly tripled between 2023 and 2024. Russia’s primary targets have included transportation, government, critical infrastructure, and industry, and its main weapons and tactics have included explosives, blunt or edged instruments (such as anchors), and electronic attack. Despite the increase in Russian attacks, Western countries have not developed an effective strategy to counter these attacks.Introduction-Russia is engaged in an aggressive campaign of subversion and sabotage against European and U.S. targets, which complement Russia’s brutal conventional war in Ukraine. The number of Russian attacks in Europe nearly tripled between 2023 and 2024, after quadrupling between 2022 and 2023. Russia’s military intelligence service, the Main Directorate of the General Staff of the Armed Forces of the Russian Federation (or GRU), was likely responsible for many of these attacks, either directly by their own officers or indirectly through recruited agents. The GRU and other Russian intelligence agencies frequently recruited local assets to plan and execute sabotage and subversion missions. Other operations relied on Russia’s “shadow fleet,” commercial ships used to circumvent Western sanctions, for undersea attacks.The data indicate that Russia poses a serious threat to the United States and Europe and that the Russian government, including President Vladimir Putin, cannot be trusted. Roughly 27 percent of the attacks were against transportation targets (such as trains, vehicles, and airplanes), another 27 percent were against government targets (such as military bases and officials), 21 percent were against critical infrastructure targets (such as pipelines, undersea fiber-optic cables, and the electricity grid), and 21 percent were against industry (such as defense companies). Many of these targets had links to Western aid to Ukraine, such as companies producing or shipping weapons and other matériel to Ukraine. Russia also used a variety of weapons and tactics. The most common (35 percent) involved explosives and incendiaries. Other weapons and tactics included blunt or edged instruments (27 percent), such as anchors used to cut undersea fiber-optic cables; electronic attack (15 percent); and the weaponization of illegal immigrants (8 percent).The increase in attacks indicates that the West has failed to coerce Russia from stopping its campaign of sabotage and subversion. Russian attacks are not just a European problem, but a U.S. problem as well. The GRU and other organizations have conducted operations against U.S. targets, such as U.S. bases in Germany. The United States and European countries, including the European Union and NATO, have largely focused on defensive measures to counter Russian actions, such as sharing intelligence and strengthening resilience (including cyber defense). While these efforts are necessary, they are not sufficient. NATO countries should develop a calibrated offensive campaign against Russia that includes several components: escalating sanctions against Moscow; targeted offensive cyber operations against important Russian military and commercial targets; information and influence operations targeting the populations of Russia and its partners, such as Belarus; and more aggressive actions against assets valuable to Russia, such as its shadow fleet. In short, NATO should design a campaign to escalate the costs on Russia should the country continue such operations.To better understand Russian actions, this brief asks several questions. What are Russian objectives in conducting these attacks? What are the main tactics and targets of Russian actions? And what should the United States and other Western countries do to better deter and counter Russian activity? To answer these questions, the analysis utilizes several sources of data. Most importantly, it builds and analyzes a database of Russian destructive attacks and plots between January 2022 and March 2025, including date, location, target, weapon, and other information.1 In addition, it supplements this database with an overview of historical Russian and Soviet activity. It also utilizes data from other sources, such as CSIS’s database of hundreds of cyber incidents since 2006. Finally, it uses information from interviews with U.S. and European government officials.The rest of this brief is divided into five sections. The first provides an overview of actions below the threshold of conventional warfare, including their historical use by the Soviet Union and Russia. The second section assesses Russian motivations for conducting this type of warfare, including the benefits and drawbacks. The third examines the main Russian actors involved in planning and executing its shadow war, from the Kremlin to the GRU and local recruits. The fourth section analyzes the primary trends in Russia’s actions, including geographic location, targets, and weapons. And the fifth outlines policy implications for the United States and its allies.Russian Shadow Wars: The Historical Context-Actions below the threshold of conventional warfare have long been an important component of statecraft.2 U.S. military doctrine refers to these types of actions as “irregular warfare” or “irregular activities,” while European governments have frequently referred to these actions as “hybrid warfare” or “hybrid threats.”3 Others have used different terms to capture some or all of these actions, such as gray zone activity, political warfare, asymmetric conflict, unconventional warfare, and low-intensity conflict.4 These types of activities involve using tools of statecraft below the threshold of conventional warfare to shift the balance of power in their favor. Examples include:Information and influence operations, including psychological operations and propaganda.Offensive cyber operations and electronic warfare.Support to state and non-state partners, such as guerrillas and proxy forces.Covert and clandestine actions by intelligence and special operations forces, including sabotage and subversion.Economic coercion.5-Russia and the Soviet Union have a rich tradition of conducting this type of warfare. During the Cold War, the Soviet Union developed an aggressive campaign to influence populations across the globe in ways that aided Soviet interests and undermined the United States and its allies, which was best captured in the phrase “active measures” (or активные меры).6 Led by the KGB, the Soviet Union’s premier spy agency, active measures included several types of activities:Written and oral disinformation (or дезинформация), including “gray” (unattributed) and “black” (falsely attributed) propaganda.The use of agents of influence, including foreign academics and media assets.Clandestine radio stations.The use of foreign political parties and international front groups to pursue Soviet national security objectives.Support for international revolutionary and terrorist organizations, including national liberation movements.Political blackmail and kidnapping.Targeted assassinations, including the killing of defectors.7-Soviet active measures focused primarily on the United States, which it referred to as the main opponent or adversary (or главный противник), though the KGB and other Soviet agencies, such as the GRU, also focused on Western European and other countries in order to undermine U.S. influence and alliances. As one former Warsaw Pact intelligence operative noted:Target No. 1 was the United States. . . . The objective was to hurt the United States wherever and whenever it was possible, to weaken the positions of the United States and Western Europe, to create new rifts within the NATO Alliance, to weaken the position of the United States in developing countries, to cause new rifts between the United States and developing countries, to disinform the United States and the Western allies about the military strength of the Soviet bloc countries.8-The documents collected by Vasili Mitrokhin, an archivist for the Soviet Union’s foreign intelligence service who defected to the West just as the Cold War ended, provide some of the most illuminating insights into Soviet active measures. As one KGB analysis explained, “The main value of all Active Measures lies in the fact that it is difficult to check the veracity of the information conveyed and to identify the real source. Their effectiveness is expressed as a coefficient of utility, when minimum expenditure and effort achieves maximum end results.”9 In addition to active measures, the Soviet Union and more recently Russia also used such strategies and tactics as denial and deception (or маскировка) and information confrontation (or информационное противоборство).10-Russian Strategy-Today, Russian active measures support the following types of foreign policy objectives:Influencing public opinion through psychological operations in Europe, the United States, and other countries to support Russian interests.Coercing governments, companies, or individuals to stop taking specific actions, particularly curbing military and other assistance to Ukraine.Deterring countries, companies, or individuals from taking specific actions, such as escalating the type and amount of military aid to Ukraine.Deterring Russian soldiers, government officials, and citizens from defecting to the West.Creating fissures between governments, especially between NATO allies.Undermining the democratic norms and values that underpin the West.These types of operations have several benefits, which make them attractive to Russian leaders. First, they allow countries to conduct coercive activities against a state below a threshold that is likely to trigger a costly or risky conventional war. Countries generally do not respond to actions below the threshold of conventional warfare by declaring war on the perpetrator. For example, Article 5 of the North Atlantic Treaty states that an armed attack against one NATO member is considered an attack on all members. But NATO governments typically do not consider active measures “an armed attack” that requires collective self-defense.11 This means that perpetrators, including Russia, know that they can conduct these activities without causing a conventional war. As a 2024 Norwegian intelligence assessment concluded, “Any act of sabotage would most likely be performed in a manner that would make it challenging to prove who was behind it. One important reason for this is that Russia wants to avoid any situation that could trigger Article 5 of the NATO Treaty regarding collective defense.”12-Second, these types of actions are relatively inexpensive for perpetrators. Unlike conventional war, they generally do not require vast sums of money and do not cause the perpetrator to suffer substantial casualties. Some of these actions—such as offensive cyber, electronic warfare (including GPS jamming), and influence operations—can also be done from a state’s own territory, a third country, or virtual networks.Third, these types of actions are often deniable, and targeted governments are frequently cautious—sometimes overly cautious—about attributing them due to fear of escalation. Since they may not be directly perpetrated by a government operative, countries can—and generally do—deny responsibility. Governments have frequently used a number of entities as cut-outs, such as local recruits, including criminal organizations or diaspora populations, non-governmental organizations, and companies. Russia has also used commercial vessels, such as the oil tanker Eagle S, which sailed under the flag of the Cook Islands, for sabotage operations.13-Remote Visualization-Several European government agencies assessed that the Eagle S oil tanker belonged to Russia’s shadow fleet and was engaged in sabotage operations against undersea power cables.Despite these benefits, however, actions below the threshold of conventional warfare have limitations. To begin with, they often have a limited impact. For example, it is difficult to conquer a country using irregular or hybrid means.14 In addition, local assets recruited to conduct covert actions may not be professional operatives with extensive training in strategic sabotage and tradecraft beyond what their case officers can teach them, undermining the effectiveness of these operations. As the head of MI5, Ken McCallum remarked about Russian actions in Europe, “Russia’s use of proxies further reduces the professionalism of their operations, and—absent diplomatic immunity—increases our disruptive options.”15 MI6 chief Richard Moore similarly noted that Russia is “having to do it through criminal elements” in Europe, which has some costs. “Criminals do stuff for cash,” he noted. “They’re not reliable. They’re not particularly professional. . . . I think Russian intelligence services has gone a bit feral, frankly, in some of their behavior.”16-Outsourcing actions to non-state or quasi-state actors creates a classic principal-agent problem.17 If a group’s or actor’s goals are not closely aligned with that of its patron, the potential for agency loss is high and local recruits could go rogue. These types of actions can also trigger a response from the targeted government or governments, even if it is not a conventional war. Examples include economic sanctions, expulsion of government officials, the arrest and imprisonment of perpetrators, or even irregular and hybrid actions in response. Finally, these types of actions can backfire and cause a rally-around-the-flag effect in the targeted country by increasing resolve among the affected population, strengthening opposition to the sponsor’s policies, and driving up military spending, as well as increasing interest in balancing alliances.Russian Actors-Russian covert operations against the West are part of its foreign policy, and decisionmaking for them is centralized in the Kremlin and led by an experienced hand in covert action, President Vladimir Putin. As an operative in the KGB, Putin served in the station (or резидентура) in Dresden, East Germany, and helped spearhead active measures against West Germany.18 He later became head of the Federal Security Service (FSB), a successor to the KGB involved in countering foreign intelligence services, combating organized crime, and ensuring economic and financial security. Putin has long supported strategies and tactics below the threshold of conventional warfare.Within the Kremlin, there have been several reforms regarding the organization and implementation of active measures. Around 2022, Russian Presidential First Deputy Chief of Staff Sergey Kiriyenko established the Committees of Special Influence, which is responsible for assigning Russian special services with specific tasks in target countries. In addition, activities such as violent provocations are authorized by a committee of the National Security Council under the guidance of its secretary, Sergei Shoigu.19-The main Russian organization involved in active measures is the GRU, headed by Admiral Igor Kostyukov. In addition, Andrei Averyanov, deputy head of the GRU, is likely responsible for overseeing all active measures other than those targeting Ukrainian territory. Averyanov established the Service for Special Activities, which includes three main entities: Unit 29155, Unit 54654, and a headquarters and planning department for coordinating the Service for Special Activities.20-Remote Visualization-Sergey Kiriyenko, Russian Presidential First Deputy Chief of Staff-Remote Visualization-Sergei Shoigu, Secretary of Russia’s National Security Council-Remote Visualization-Igor Kostyukov, Director of the GRU-Remote Visualization-Andrey Averyanov, Deputy Director of the GRUGRU Unit 29155 is the most well known of these entities. It is also referred to as the 161 Intelligence Specialists Training Centre (Центр подготовки специалистов специального назначения), or 161 Centre. Soviet leaders established the unit in 1963 and brought together human intelligence and special operations personnel. Today, some evidence suggests that the 161 Centre is organized into a headquarters unit, three training units, an operational planning unit, three operational units, a financial and logistical unit, and a supply unit. It deploys personnel to Europe and other locations for active intelligence under partial legalization. For Russia’s special services, “legalization” involves the establishment of a cover identity that allows an individual to conduct covert activity in a target country or countries. Depending on the duration of the activity, Russia divides legalization into “full” and “partial” categories. Full legalization generally means that an operator stays in place for an indefinite period of time, while partial legalization assumes a short-term stay and basic levels of scrutiny by the target government’s intelligence or law enforcement services.21-GRU Unit 29155 was linked to the March 2018 nerve agent poisoning in the United Kingdom of Sergei Skripal, a former GRU officer that had worked for British intelligence and then defected, along with his daughter. The unit was also likely behind the September 2020 poisoning of Russian opposition politician Aleksei Navalny; a campaign to provide money to Taliban-linked militants in Afghanistan to target foreign forces, including potentially U.S. troops; a failed coup attempt in Montenegro in 2016; and the poisoning of Bulgarian arms dealer Emilian Gebrev, his son, and his business manager in 2015.22-GRU Unit 54654 is designed to build a network of illegal operatives operating under full legalization. The unit recruits individuals with prior military service or other backgrounds—including foreign students studying at Russian universities. It also recruits contractors through front companies, keeps their names and personally identifiable information out of government records, and embeds its officers in Russian ministries unrelated to defense or in private companies.23-There are other GRU organizations involved in subversive activities—particularly cyber operations—such as GRU Unit 26165 (also referred to as Fancy Bear) and GRU Unit 74455 (also referred to as Sandworm).24 The United States and European Union have sanctioned a wide range of GRU operatives for their involvement in clandestine activity. For example, the European Union sanctioned Nikolay Alexandrovich Korchagin, Vitaly Shevchenko, and Yuriy Fedorovich Denisov from GRU Unit 29155 for their involvement in cyberattacks against Estonia.25 The United States also sanctioned GRU officer Valery Korovin for his involvement in influence operations targeting the 2024 U.S. presidential election.26-Russia’s Foreign Intelligence Service (SVR), the Main Directorate for Deep Sea Research (GUGI), and the FSB have also been involved in active measures in Europe, the United States, and other countries. SVR cyber units, such as Nobelium (also known as Advanced Persistent Threat 29, the Dukes, Cozy Bear, and Midnight Blizzard), have conducted a wide range of cyberattacks against U.S. and European targets.27 As Microsoft assessed in one attack, their cyber analysts identified “Russian threat actor Midnight Blizzard sending a series of highly targeted spear-phishing emails to individuals in government, academia, defense, non-governmental organizations, and other sectors.”28 The SVR’s Nobelium unit was involved in the massive data breach of SolarWinds, a company based in Austin, Texas, that made network monitoring software. The SolarWinds supply chain attack gave Russia the ability to spy on and disrupt more than 18,000 computer systems across the globe, including in the U.S. Departments of Commerce, State, Defense, and the Treasury.29-GUGI is a secretive Russian agency belonging to the Russian Ministry of Defense that operates submarines and vessels that can engage in sabotage, such as cutting undersea fiber-optic cables, collecting intelligence, and conducting other operations.30 There are currently 16 cables running under the Atlantic that connect the United States with mainland Europe. They are primarily operated by such companies as Google, Microsoft, France’s Alcatel Submarine Networks, and China’s Huawei Marine Networks. Submarine cables are critical for global communication and account for roughly 95 percent of all transatlantic data traffic. These cables are vulnerable to subversion and sabotage, even from the anchors on ships.31 When ships drag anchors on the bottom of the seabed, it can either completely sever cables or cause partial damage that over time leads to deterioration—and ultimate failure—of the cable.32 As a result, Russia does not even need to use GUGI’s specialized equipment to disrupt these cables.

European Voices-Richard Moore, head of MI6, the United Kingdom’s foreign intelligence agency: “We have recently uncovered a staggeringly reckless campaign of Russian sabotage in Europe, even as Putin and his acolytes resort to nuclear saber-rattling, to sow fear about the consequences of aiding Ukraine, and challenge Western resolve in so doing.”[33]-Ken McCallum, head of MI5, the United Kingdom’s domestic intelligence agency: “The GRU in particular is on a sustained mission to generate mayhem on British and European streets: we’ve seen arson, sabotage and more. Dangerous actions conducted with increasing recklessness.”[34]-Anne Keast-Butler, director of GCHQ, the United Kingdom’s main cyber agency: The United Kingdom “is increasingly concerned about growing links between the Russian intelligence services and proxy groups to conduct cyber attacks—as well as physical surveillance and sabotage operations.”[35]-Thomas Haldenwang, head of the Federal Office for the Protection of the Constitution, or BfV, Germany’s domestic intelligence agency: “We have been observing aggressive actions by the Russian intelligence services for some time now. Russia is using the entire toolbox, from influencing political discussions to cyber attacks on critical infrastructure to sabotage on a significant scale.”[36]-Bruno Kahl, head of the Bundesnachrichtendienst, or BND, German’s foreign intelligence agency: “Whether we like it or not, we are in direct confrontation with Russia.”[37]-Donald Tusk, prime minister of Poland, “Russia was planning acts of air terror, not only against Poland but against airlines around the world.”[38]-An analysis by the Polish Ministry of Foreign Affairs: “The Russian Federation is waging a hybrid war against Poland. This includes cyberattacks and assaults at Poland’s eastern frontier, which is also the Schengen areas’ border.”[39]-Radoslaw Sikorski, Polish foreign minister: “I have information that the Russian Federation is behind sabotage attempts both in Poland and allied countries.”[40]-Tomasz Siemoniak, Polish interior minister, “We are facing a foreign state that is conducting hostile and—in military parlance—kinetic action on Polish territory. There has never been anything like this before.”[41]-An analysis by NATO: “NATO Allies are deeply concerned about recent malign activities on Allied territory, including those resulting in the investigation and charging of multiple individuals in connection with hostile state activity affecting Czechia, Estonia, Germany, Latvia, Lithuania, Poland, and the United Kingdom. These incidents are part of an intensifying campaign of activities which Russia continues to carry out across the Euro-Atlantic area, including on Alliance territory and through proxies. This includes sabotage, acts of violence, cyber and electronic interference, disinformation campaigns, and other hybrid operations. NATO Allies express their deep concern over Russia's hybrid actions, which constitute a threat to Allied security.”[42]-Vice Admiral Nils Andreas Stensoenes, head of the Norwegian Intelligence Service (NIS): “The risk level has changed. We believe sabotage is more likely, and we see acts of sabotage happening in Europe now which indicate that they (the Russians) have moved a bit on that scale.”[43]-Kaja Kallas, prime minister of Estonia: “There’s a shadow war going on against our societies. The aim of Russia’s influence operations is to influence our democratic decision making. By making these events public, we raise awareness so that these operations would not have the effect Russia is hoping for.”[44]-Remote Visualization-Finally, Russia uses a wide range of non-state or quasi-state actors to conduct active measures. The significant expulsion of Russian spies from Europe since 2022 has, in part, forced Moscow to rely on other networks, though governments have long used non-state or quasi-state entities for actions below the threshold of conventional warfare. One example is criminal organizations.45 As Ken McCallum, head of MI5, explained, “The more eye-catching shift this year has been Russian state actors turning to proxies for their dirty work, including private intelligence operatives and criminals from both the UK and third countries.”46 In addition, the GRU and other Russian organizations have frequently relied on local recruits, sometimes referred to as “disposable agents.”47 In some cases, Russia has recruited these individuals on Telegram channels, through chat functions of popular online games, or through other online locations.48 The GRU and other organizations have recruited Russian-speaking, and on some occasions technologically savvy, young men between 20 and 30 years old. Some may be ideologically motivated and support Russia, while others may simply do it for the money.49-Russia has also used commercial ships, including its “shadow fleet,” to conduct active measures such as sabotage.50 The shadow fleet emerged as a way for Russia to circumvent Western-imposed sanctions on Russian oil transported by sea. To skirt the restrictions, the Kremlin invested billions of dollars in a fleet of tankers whose ownership is difficult to trace to Russia. Many sail under the flags of other nations—such as Gabon, Liberia, the Marshall Islands, and Panama—and sell to buyers in countries like China and India.51 According to one assessment, approximately 70 percent of Russia’s oil is being transported by so-called shadow tankers.52 Russia has used other civilian vessels for intelligence collection and sabotage, including its vast commercial fishing fleet and marine research ships. Some of the ships are relatively modern, longer than 300 feet, and equipped with sonar and other technology that allows them to scan the seabed. Such vessels have mapped critical subsea infrastructure around Europe and identified potential targets.53-Russian Actions-Russia has conducted a wide range of active measures in Europe. This section is divided into four areas: (1) overall trends, (2) targets, (3) weapons, and (4) geographic area. It relies on several data sources. The first is a CSIS database of Russian subversive actions between January 2022 and March 2025, including date, location, target, weapon type, and other information. The data cover Russian attacks and plots that had (or were intended to have) physical effects, such as weapons and tactics using explosives, other incendiaries, firearms, and anchors for cutting undersea fiber-optic cables. Attribution is always difficult for active measures. To be included in the database, CSIS identified at least three credible sources for the direct or indirect involvement of the Russian government, interviewed government and non-government experts, and asked several experts to review the data and analysis. In addition, CSIS assessed the level of confidence for each incident.54-The CSIS database excluded several types of activities. For example, most Russian cyber operations were excluded. It is virtually impossible to build a comprehensive unclassified database of cyber operations, since cyberattacks do not necessarily have a physical effect (such as a warehouse blowing up, an individual assassinated, or a cable cut) and the targets (such as foreign government agencies and companies) have numerous incentives not to publicly acknowledge the attacks. In addition, Russia and other state actors frequently perpetrate cyber operations to collect intelligence, not necessarily to impose a cost on a foreign state or other entity. However, the CSIS database did include those incidents where Russian cyber or electronic warfare attacks had an observable physical effect. These types of attacks are designed to disrupt critical infrastructure, such as power grids, water systems, and transportation networks that can lead to power outages, disruptions, or physical harm.The CSIS database also excluded Russian disinformation campaigns, such as election interference and efforts to sow discord or otherwise influence the populations or governments in Europe, the United States, and other locations. Much like cyberattacks, it is virtually impossible to build a comprehensive unclassified database of information or influence campaigns since attacks frequently do not have a physical effect and the targets have numerous incentives not to publicly acknowledge the attacks. Nevertheless, Moscow has developed an aggressive campaign to interfere with democratic elections in individual countries and European Parliament elections, co-opt politicians for elite capture, and spread disinformation.55 As noted previously in this analysis, the Soviet Union and such organizations as the KGB have a rich history of disinformation campaigns and other active measures.Overall Trends in Attacks-The most significant finding from the data is that the number of Russian attacks in Europe nearly tripled between 2023 (12 attacks) and 2024 (34 attacks), after quadrupling between 2022 (3 attacks) and 2023. As noted in more detail below, Russian agencies orchestrated attacks in 2024 against a wide range of targets, from critical infrastructure to transportation targets, using a variety of weapons and tactics, from explosives to blunt or edged weapons such as anchors.What factors caused this dramatic increase? While it is difficult to know with certainty, there are likely several factors.First, it appears that Russia made a strategic decision to escalate its shadow war in Europe in response to U.S. and European aid to Ukraine. Many of the targets were linked to Ukraine in some capacity. Examples range from a Russian military defector assassinated in Spain to a series of companies—such as BAE Systems, Rheinmetall, German Diehl Group, and EMCO—that produce weapons for Ukraine. As a Norwegian intelligence assessment concluded, one of the primary Russian targets in Norway includes “actors involved in arms donations and the training of Ukrainian personnel. They are especially at risk of being targeted because arms deliveries could have a direct impact on the battlefield in Ukraine.”56 There were also no recorded incidents against several countries that did not provide significant aid to Ukraine, such as Hungary and Serbia, which suggests that Moscow was deliberate in where it conducted attacks—as well as where it did not conduct attacks.Second, Russia may have increased its attack tempo because there were few, if any, costs for its actions. Russian leaders knew they could get away with attacks—including an escalation in attacks—without paying a major price.Targets-Russia’s most frequent targets in Europe were in the transportation sector (27 percent), such as trains and airplanes (including through GPS jamming), and against government targets (27 percent), such as government officials, military bases, and border crossings. Russia also conducted attacks on critical infrastructure (21 percent), such as pipelines and undersea fiber-optic cables, and industry (21 percent), such as defense companies.Remote Visualization-Maritime, land, and air transportation targets were a major focus of Russian active measures. Germany experienced a railway cable-cutting attack in 2022. In addition, Russia conducted multiple attacks against Poland’s rail system.57 Russia also targeted airplanes through electronic attack.Critical infrastructure attacks were also a focus of Russian operations, including undersea cables and pipelines. Finnish investigators assessed that the Newnew Polar Bear, a Chinese-registered ship operated by a Russian crew, damaged two subsea data cables and a gas pipeline in the Baltic Sea with its anchor. The ship was trailed by the Sevmorput, a nuclear-powered merchant ship owned by the Russian government.58 In addition, the Eagle S, an oil tanker, apparently dragged its anchor and damaged a cable in the Gulf of Finland.59 The Vezhen, a Maltese-flagged ship, damaged an undersea fiber-optic cable linking Latvia and Sweden. Armed police parachutists from Sweden promptly boarded the ship.60 Finally, the Chinese ship Yi Peng 3, which had a Russian captain, cut an undersea cable on its journey through the Baltic Sea.61-The use of some Chinese cargo ships, with Russian crew, is noteworthy because China has also engaged in attacks against Taiwan’s undersea fiber-optic cables.62 Taiwan has approximately 14 international underwater submarine cables and 10 domestic ones, as well as limited satellite access in low Earth orbit, making it vulnerable to a subversive campaign. In January 2025, for example, a Chinese-owned vessel cut an undersea fiber-optic cable near Taiwan’s Keelung Harbor.63 While it is unclear to what degree Russia and China have cooperated and shared lessons, both countries have adopted a similar tactic (the use of commercial vessels) against similar targets (undersea cables and pipelines).Private industry, especially the defense industry, was also a common target of Russian activity. The two largest European donors of military aid to Ukraine—Germany and the United Kingdom—experienced attacks on numerous defense manufacturing plants.64 In May 2024, for example, a major fire broke out at a Diehl Group factory in Berlin, which manufactures IRIS-T surface-to-air missiles used in Ukraine.65 A month earlier, there was an explosion at a weapons manufacturing site in South Wales belonging to BAE Systems, the United Kingdom’s largest arms manufacturer, which has supplied ammunition, weapons, and other defense equipment to Ukraine.66 A BAE investigation into the incident found no evidence of sabotage.Russian sabotage occurred in other countries as well. There was an explosion linked to Russian services at a warehouse in Spain that stored communications equipment bound for Ukraine.67 Less than a year earlier, explosions went off in the ammunition warehouses of the Bulgarian arms manufacturer and trader EMCO, only days after Bulgaria announced it would officially join the coalition to supply shells to Ukraine.68-Russia also targeted several types of individuals that cut across government and industry sectors: corporate executives, including ones involved in supplying weapons and other matériel to Ukraine; journalists that investigated Russian activity; Russian defectors to the West, including a Russian soldier; and Ukrainian officials. Several were assassination plots that failed: one in Poland targeting Ukrainian President Volodymyr Zelensky; one in Austria against Bulgarian investigative journalist and director of the Bellingcat investigative reporting group Christo Grozev; and one in Germany targeting Armin Papperger, the chief executive officer of Rheinmetall, a large producer of artillery and tanks that had sent shells to Ukraine.69 The assassination plot against Papperger was one of the first instances in which Russia attempted to take lethal action against a Western citizen who had no previous connection to Moscow.70-There were several other attacks against individuals. One was the assassination in Spain of Maksim Kuzminov, a Russian helicopter pilot who defected from Russia in August 2023. Another was the 2024 assault in Lithuania on Leonid Volkov, a Russian citizen and former close aide of now-deceased Russian opposition leader Alexei Navalny. The assailants, who Lithuanian intelligence assessed were likely “Russian organized,” broke Volkov’s arm but failed to kill him.71 Another incident involved the vandalization of a car belonging to Estonian Minister of the Interior Lauri Läänemets.72-Remote Visualization-Captain Maksim Kuzminov, a Russian helicopter pilot, defected to Ukraine in August 2023. Russian operatives likely assassinated Kuzminov in Spain in February 2024.In addition, German prosecutors charged three Russian-German nationals—Dieter Schmidt, Alexander J., and Alex D.—with acting as secret service agents for Russia and plotting bombing and arson attacks against U.S. military bases in Germany. Dieter Schmidt also allegedly participated in other sabotage operations, including taking pictures of military installations with an aim to endanger national security.73 The U.S. bases had connections to Ukraine. At the U.S. base in Grafenwoehr, Germany, Ukrainian troops were being trained to operate M1 Abrams tanks.74-Tactics and Weapons-The most frequent type of weapon used in Russia’s shadow war were explosives or incendiaries (35 percent), including bombs; blunt or edged instruments (27 percent), such as anchors; and electronic attack (15 percent). The next most common were the weaponization of illegal immigrants (8 percent) and the use of firearms (2 percent). Russia’s use of weapons that kill, injure, or destroy property suggests that Moscow seeks to send a clear message to deter or coerce behavior, such as sending weapons to Ukraine. But the attacks had few casualties, indicating that Russia wants to keep the costs low and maximize deniability. The low level of violence has also allowed Moscow to escalate if necessary.Remote Visualization-One of the most innovative weapons in Russian attacks was the use of electric massagers implanted with a magnesium-based flammable substance that exploded at DHL logistics hubs in Leipzig, Germany; Birmingham, England; and Jablonow, Poland. These plots may have been a test run to figure out how to get such incendiary devices aboard planes.75 Polish prosecutor Katarzyna Calow-Jaszewska concluded that Russia’s goal was to “test the transfer channel for such parcels, which were ultimately to be sent to the United States of America and Canada.”76 German police who tested models of the incendiary devices noted that that once the magnesium ignited, it would have been difficult to extinguish with the firefighting systems on most airplanes.77 Fires also targeted warehouses and other targets across Europe, from the United Kingdom to Poland.78-Russian agencies utilized electronic attack and cyber operations with physical effects against transportation targets. Estonia, Finland, Lithuania, Norway, and Poland all reported specific incidents of deliberate GPS signal jamming from Russia, which led to navigation errors, flight deviations, and communication breakdowns—endangering the lives of those on board.79 Several countries, such as Poland, also reported cyberattacks against transportation targets, such as rail lines. More broadly, Russian-linked actors conducted hundreds of cyberattacks against targets in Europe, the United States, and other regions to collect intelligence, deface websites, orchestrate a denial of service, and occasionally conduct sabotage, according to a broader CSIS database of cyber incidents between 2006 and 2025 where losses were greater than a million dollars.80-Finally, Russia and Belarus weaponized illegal immigrants against several border countries, such as Finland, Latvia, Lithuania, Norway, and Poland. In 2021, Belarusian leader Alexander Lukashenko threatened to “flood” the European Union with “drugs and migrants,” and then his government sent thousands of migrants from Iraq and other countries to the borders of Latvia, Lithuania, and Poland in 2021 and 2022.81 In November 2023, Finland closed its border with Russia following a surge of border crossings instigated by Russia; 900 third-country nationals arrived in Finland without valid documentation in November alone. In the summer of 2024, Poland experienced a surge to nearly 400 illegal border crossings a day. These border crises were likely orchestrated to pressure state institutions, drain resources, and fuel anti-migrant rhetoric exploited by far-right parties across Europe.82-Geographic Area-Russia conducted attacks throughout Europe, as indicated in Figure 4. However, the attacks were largely concentrated in NATO’s eastern flank, such as Estonia, Finland, Latvia, Lithuania, and Poland, as well as waters like the Baltic Sea. In addition, Russia targeted countries that supplied weapons or other matériel to Ukraine or sheltered Russian defectors, such as Bulgaria, France, Germany, Spain, and the United Kingdom. There were no recorded attacks against countries with closer relations with Russia, such as Hungary or Serbia. Russia also did not conduct attacks against several other European states, such Greece, Portugal, Romania, and Switzerland.83-Remote Visualization-Going on Offense-Russian active measures are not just a European problem, but a U.S. problem as well. The GRU and other organizations have plotted attacks against U.S. bases in Europe, including in Germany, and mapped undersea transatlantic fiberoptic cables that connect the United States and Europe. In addition, Russian military and intelligence agencies have also conducted offensive cyberattacks, disinformation, and other active measures against the United States both at home and abroad.Russia’s escalation of its shadow war indicates a Western failure to impose sufficient costs on Moscow. Some European leaders have refrained from attributing attacks to Moscow because they fear further escalation.84 The United States and European countries have largely focused on defensive measures to deter or counter Russian actions. Examples include:Increasing intelligence sharing among Western military, intelligence, and law enforcement agencies.85 In February 2023, for instance, NATO created an Undersea Infrastructure Coordination Cell to assess vulnerabilities and coordinate efforts between NATO governments and the private sector.Heightening patrols and surveillance. NATO established the Baltic Sentry operation to protect underwater cables and pipelines by enhancing the alliance’s surface, sub-surface, and air presence in strategic locations. The operation involved frigates, maritime patrol aircraft, submarine satellites, remotely operated vehicles, drones, and other surveillance assets.86-Strengthening national resilience by hardening critical infrastructure, including protecting oil and gas pipelines, warehouses, and cyber networks. For example, the European Union and NATO established an EU-NATO Task Force on Resilience of Critical Infrastructure.87 Several countries, such as Finland, Sweden, the Baltic states, and Poland, have also adopted measures to strengthen resilience.In addition, there have been some actions designed to impose costs on Russia. Examples include:losing Russian consulates, such as the one in Poznan, Poland.88-Expelling Russian government officials, including over 750 diplomats and intelligence officials between February 2022 and October 2024.Denying diplomatic visa applications to potential Russian spies.90-Arresting and prosecuting perpetrators of attacks, such as Dylan Earl for allegedly sabotaging Ukrainian businesses in east London, Alexander Suranovas (also known as Igor Prudnikov) for his apparent involvement in the DHL bombing plot, Dieter Schmidt and his colleagues for plotting bombing and arson attacks against U.S. bases in Germany, alleged GRU operative Mikhail Mikushin (also known José Assis Giammaria) who was arrested by Norway for subversive activities, and Siergey S. for his apparent involvement in arson attacks in Poland.91-Closing borders, such as the decision by Finland in November 2023 to close its 830-mile (1,340-kilometer) border with Russia in part because of Russia’s weaponization of illegal immigrants.Imposing limited sanctions on individuals, companies, and other perpetrators of active measures. For example, the European Union sanctioned Nikolay Alexandrovich Korchagin, Vitaly Shevchenko, and Yuriy Fedorovich Denisov—operatives in GRU Unit 29155—for their alleged involvement in cyberattacks targeting Estonia.92-Defense is necessary, but not sufficient. These actions are not particularly costly for Russia and are unlikely to coerce Moscow into ending, or even reducing, its active measures. Western countries have decided not to impose more significant costs for several reasons. First, some leaders have worried that a more robust response would cause further Russian escalation. As one analysis concluded, “Western leaders are reluctant to call for a larger military response to these attacks, which could trigger uncontained escalation.”93 Second, some have opposed a more robust response because they argue that the West is not “at war” with Russia. As one assessment summarized, “the West may be limited in the kinds of counteroperations it can launch in the face of continued acts of Russian sabotage. For one thing, the United States and its allies cannot easily respond in kind, because they are not officially at war with Russia.”94-Unlike authoritarian countries such as Russia, this logic assumes that democratic countries cannot—or should not—conduct forceful actions against Russia because they are not involved in a declared war. Yet these concerns are largely fallacious, and they reflect a mindset of self-deterrence. Russia, not Europe or the United States, chose to escalate a shadow war in Europe. In fact, a failure to respond will likely increase the likelihood of a protracted Russian campaign.Instead, NATO should complement these defensive measures with a calibrated offensive campaign that focuses on several elements. These actions could be integrated into broader negotiations on a peace deal with Ukraine, in which the United States or European countries threaten—either implicitly or explicitly—offensive measures if Russia continues its sabotage campaign.First, NATO should develop and communicate a clearer strategy that involves ramping up sanctions to stop Moscow’s shadow war in Europe. This approach might include increasing secondary sanctions against countries that import Russian goods, including oil and gas, as well as sanctioning additional entities and individuals involved in illegal Russian exports.Second is an increase in NATO covert and overt actions. For example, Russia’s shadow fleet, which is illegally shipping oil and gas to overseas markets, is vulnerable to seizure. Russia also has oil and gas pipelines that are vulnerable to sabotage.Third is conducting targeted offensive cyber operations against important Russian military and commercial targets, including the networks of Russia’s energy sector that are vital to Russia’s economy. There was some reporting that U.S. Cyber Command briefly halted offensive cyber opera­tions against Russia in an effort to draw President Putin into talks on Ukraine, though some Pentagon officials denied these reports.95 Offensive cyber operations against Russia remain an important stick that can be used if Russian sabo­tage and subversion continues.Fourth, NATO countries should conduct a more aggressive offensive information campaign targeting the populations of Russia and its partners, such as Belarus, devised to counter state-run media.An offensive campaign should be designed to signal to Moscow that continued active measures in Europe will be costly. In short, a successful Western campaign needs to be coercive to change Moscow’s behavior, and the pain has to appear contingent on Russian behavior. But a strategy that does not include raising the costs on Moscow is likely to fail.This report was updated on March 20, 2025, to reflect findings from an internal investigation conducted by BAE Systems on the 2024 explosion at its weapons manufacturing site in South Wales.Seth G. Paris (AFP) April 3, 2025-An huge asteroid that was briefly feared to strike Earth now has a nearly four percent chance of smashing into the Moon, according to new data from the James Webb Space Telescope.The asteroid, thought to be capable of levelling a city, set a new record in February for having the highest chance -- 3.1 percent -- of hitting our home planet than scientists have ever measured.Earth's planetary defence community leapt into action and further observations quickly ruled out that the asteroid -- called 2024 YR4 -- will strike Earth on December 22, 2032.But the odds that it will instead crash into Earth's satellite have been steadily rising.After the Webb telescope turned its powerful gaze towards the asteroid last month, the chance of a Moon shot is now at 3.8 percent, NASA said."There is still a 96.2 percent chance that the asteroid will miss the Moon," NASA said in a statement on Thursday.Richard Moissl, head of the European Space Agency's planetary defence office, told AFP that this aligned with their internal estimates of around four percent.The new Webb data also shed light on the size of the space rock, which was previously estimated to be between 40 and 90 metres (131 to 295 feet).It is now believed to be 53 to 67 metres, roughly the height of a 15-storey building.This is significant because it is bigger than the 50-metre threshold for activating planetary defence plans.If the asteroid still had a more than one percent chance of hitting Earth, "the development of one or more deflection missions would already be starting now", Moissl said.There are a range of ideas for how Earth could fend off an oncoming asteroid, including nuclear weapons and lasers.But only one has been tested on an actual asteroid. Prime Minister Benjamin Netanyahu is expected to visit the White House on Monday to discuss sweeping recently announced tariffs with US President Donald Trump, Israeli officials said on Saturday.It would be Netanyahu’s fourth trip to Washington since the war in Gaza began and his second since Trump took office in January. But as traders resumed work Saturday, the rate fell even further to 1,043,000 to the dollar, signaling the new low appeared here to stay.On Ferdowsi Street in Iran’s capital, Tehran, the heart of the country’s money exchanges, some traders even switched off their electronic signs showing the going rate as uncertainty loomed over how much further the rial could drop.“We turn it off since we are not sure about the successive changes of the rate,” said Reza Sharifi, who works at one exchange.Iran’s economy has been severely affected by international sanctions, particularly after US President Donald Trump unilaterally withdrew America from Tehran’s nuclear deal with world powers in 2018. The EU Commission has allocated €1.3 billion ($1.4 billion) for technological investment that it sees as “strategically important” for the future of the continent.The investment will drive the Digital Europe Programme (DIGITAL) work programme for 2025 through 2027. While that’s the umbrella for various technologies, tech sovereignty is the aim as the EU seeks to become more competitive with powers such as the U.S. and China.“Securing European tech sovereignty starts with investing in advanced technologies and in making it possible for people to improve their digital competences,” said Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy.She continued: “With the opportunities under the Digital Europe Programme, we are ensuring that new technologies – and with them new potential – reach European citizens, businesses and public administrations.”Priorities under the DIGITAL work programme include generative AI applications, with consideration of the health and care sectors, and testing “immersive environments” otherwise known as virtual worlds. Boosting cyber resilience by targeting cybersecurity solutions; facilitating the EU Digital Identity Wallet architecture and the European Trust Infrastructure, and promoting its adoption in member states; and developing digital skills by boosting EU education and training institutions’ capacity.In addition, support for the European Digital Innovation Hubs (EDIHs) is a priority as this network of hubs will provide companies and the public sector with access to technical expertise and technology testing, and which will promote the employment of AI around Europe. There will be funds for Destination Earth, an award-winning initiative that is building a digital twin of the Earth to support climate adaptation and disaster risk management, to build an even more powerful model.Funds will also go towards stimulating the development of “efficient, high-quality, interoperable” digital public services. Not long after, the EuroStack initiative was launched from Brussels which calls for a new European approach to tech infrastructures “across the technology stack” from hard infrastructure to software platforms.“Indeed, other countries have already had great success in building parts of the stack and their successes could be important learning opportunities for the EU,” the authors write.“Most notably, India’s digital public infrastructure – composed of digital ID, digital payments, data exchange and most recently a new e-commerce layer, the Open Network for Digital Commerce (ONDC) – provides universally accessible public and private digital services to its population of nearly 1.4 billion people.”They observe that by building this “interim layer” of digital infrastructure from the ground up, in partnership with the private sector, and by using it to connect public and private services, India demonstrated that this infrastructural approach to digital services could be rolled out at scale.On February 28, the EU and India agreed to cooperate across multiple parts of the digital stack, but a “wider exchange” is needed, the authors argue. The dawn of autonomous AI agents has opened new questions on whether they should be granted a legal identity. The debate is complex as it entails the question of responsibility.Despite the controversies, some companies believe that it’s just a matter of time before we will need an identity verification method for non-humans such as AI agents, chatbots and robots.“Identity verification methods for AI agents would need to be specifically designed for them, as current systems are built to distinguish humans from machines – not one machine from another,” Rafael Campillo, chief marketing officer at identity verification firm Mobbeel Solutions.Authenticating a machine would be a complex challenge requiring a multi-layered approach that would factor in how the AI was built and trained and whether its behavior aligns with expectations, Campillo explains in a recent blog post.Each AI could have a unique “digital DNA” or an “algorithm fingerprint” that includes its neural network architecture and historical decision-making patterns recorded on a blockchain. An AI program that approves loans, for instance, could be identified by its risk-assessment patterns.The second criterion would be metrics such as processing speed in critical tasks and statistical deviations in outputs. Campillo calls this “behavioral biometrics for AI.” One example would be an AI agent focused on trading shares that claims to make conservative investments but operates as high risk, meaning that its behavioral footprint would expose inconsistencies.The AI agent would also have “dynamic authenticity certificates,” digital certificates that don’t just identify an AI but also track its evolution in real time. This would include NFTs, smart contracts and timestamping.“When an AI is created, an NFT could be minted to reflect its ethical boundaries and purpose,” writes Campillo. “Unlike static certificates, this would update automatically via smart contracts – logging every major change, from new learning capabilities to unexpected deviations.”While companies such as Mobbeel are coming up with possible paths toward legal identities for AI, governments are still debating how to approach the problem.In the European Union, lawmakers proposed introducing “electronic personality” or “e-personality” to ensure robots that make autonomous decisions are responsible for the damage they may cause. In 2017, the European Parliament published a resolution that includes recommendations on Civil Law Rules on Robotics.The question, however, remains unresolved. One part of the debate argues that AI agents and robots are ultimately tools and should not be considered legal entities as that would diminish the responsibility for their actions by the humans that created them. Another part claims that legal personhood for AI agents cannot be based on either the model of natural persons or legal entities.“Undoubtedly, this remains a controversial topic with much debate still ahead,” says Campillo.

The whirlwind dance of decentralized identity continues, as firms look to leverage decentralized ledger technology, or blockchain, as a secure way to codify digital ID and enable secure identity verification. The space is getting crowded with new entrants, each of which offers a variation on the same themes, in pursuit of the same goal: scale up.LQDTY partners with Telos ID to launch biometric blockchain transactions-Liquidity.io, a fintech company that uses blockchain to facilitate the trading of assets, has announced the launch of LQDTY, a Layer 1 blockchain platform “designed to revolutionize blockchain usability, security and compliance,” which features biometrics from Telos ID.A release says LQDTY’s features include biometric key shard verification and advanced Zero-Knowledge Proof (ZKP) compliance mechanisms, and a sponsored transaction model that eliminates gas fees for end users by shifting transaction costs to developers.Telos Corporation’s integration means LQDTY will benefit from the upcoming release of Telos’ identity-as-a-service (IdaaS) product, ONYXPlus. Power the release, “LQDTY transactions can involve a verifiable biometric signature before approving and processing a transaction that requires a high level of identity assurance.” Modalities include facial recognition and fingerprint recognition for ID verification.Telos intends to launch the ONYXPlus biometric reusable digital identity platform sometime in 2025. The firm’s CEO John B. Wood says that “as a leader in digital identity, management, and identity vetting solutions, Telos and its ONYXPlus platform will provide valuable insight into the vision for a sovereign and portable identity ecosystem for all.”Beyond its partnership with Telos, LQDTY promises many of the same benefits as its peers in the decentralized ID space. It promotes “a developer-friendly environment with a comprehensive Software Development Kit (SDK) and APIs to facilitate efficient dApp deployment.” It says “enterprises can leverage LQDTY’s decentralized identity and credential management system to enhance security and streamline compliance.”And, it boils down to cryptocurrency: “LQDTY’s native token, LQDTY, serves as the foundation of its economy, driving transaction execution, governance participation, and staking incentives,” says the release. “With plans to introduce decentralized financial products such as traditional futures, perpetual futures, and options trading, LQDTY is set to transform blockchain-based financial services.” A roadmap for the platform includes an upcoming testnet launch, ecosystem partnerships, and a public mainnet rollout.IDNTTY makes (upper) case for identity service on independent blockchain-To be sure, there is an increasing need for firms to differentiate themselves in the growing market for decentralized identity, crypto and proof-of-personhood (PoP) schemes. Exhibit A is IDNTTY, a blockchain company that has issued a release that reads much like LQDTY’s.“IDNTTY, a company dedicated to building open and decentralized systems, has officially launched its latest innovation: an identity service built on its own independent blockchain network,” says the release. “Designed to challenge traditional centralized solutions, this new service brings the power of self-sovereign identity to everyone, giving users complete control over their digital presence.”The branding and key terms vary. IDNTTY promises “Community-Verified Trust,” enabling users to create and customize their digital identities and control what information is shared. It promises “the flexibility to expand and enhance identities with verifiable credentials” so that “individuals, companies and communities can add trusted proof of skills, achievements and memberships with ease.” The company highlights use cases from digital achievement badges to cafe loyalty programs.Since it’s definitely not the name, IDNTTY is pushing the idea that “what sets IDNTTY apart isn’t just its technology – it’s the company’s vision.”“Rather than focusing solely on network creation,” it says, “it prioritizes building real-world, next-generation solutions that are reliable, efficient and genuinely useful. Its blockchain operates on a trusted Proof-of-Stake consensus, ensuring a sustainable and secure foundation for digital identity management.”The sales pitch is nice – who doesn’t love collecting points? – but is ultimately unconvincing in positioning IDNTTY as significantly different from its competitors.World releases Mini Apps upgrade that aims for “immersive experience”The need for a fresh pitch is only increasing, as the firms with the deepest pockets and biggest names attached burrow into mainstream partnerships to establish bulwarks. The largest and shiniest of these is World, the iris biometrics, PoP and crypto wallet scheme launched by Sam Altman, ostensibly in response to the AI he himself created at OpenAI.In keeping with the massive ambitions unveiled at last year’s livestreamed rebranding event, World continues to scale. A new post on the World Blog says the ecosystem’s Mini Apps are scaling with it, with the release of Mini Apps 1.2 and a new Developer Rewards pilot program.Mini Apps are native web applications that diversify uses for the World Network, and World (along with its partner Tools for Humanity) wants people to build more of them. The new upgrade promises faster speed for significantly improved load times, haptic feedback for “a more immersive experience,” a couple UX upgrades, and a search function.World suggests that, “with more than 150 Mini Apps available and over 10M WLD transacted within Mini Apps, these updates make it fun and easy to engage with your favorite ones, which ultimately increases discoverability and retention for developers.”Further incentive to build comes in the form of the new Developer Rewards program. Launched April 1, it pays out WLD tokens to qualifying developers monthly, “based on how many verified humans use and benefit from their applications.” The program follows the January launch of the World Build Mini App incubator initiative.Humanity Protocol partners with Kaito on Yapper Credentials-Another name in the decentralized identity mix is Humanity Protocol, one of Asia’s first Web3 unicorns, which also continues to scale, and also has big plans. A release says a new partnership with Kaito, an “AI-driven Web3 information platform” that monitors and tracks data, enhances self-sovereign identity (SSI) verification across the crypto ecosystem. It does so by making Kaito an official Identity Validator on Humanity Protocol, responsible for issuing “Yapper Credentials,” which categorize crypto users into distinct tiers.These are specified as Inner CT, who are “recognized and influential members of the Crypto Twitter (CT) community;” Emerging CT, who are “up-and-coming contributors making a mark in the space;” and Yappers, “general Kaito users who have signed up but do not yet fall into the above categories.”Humanity Protocol also recently integrated into the ApeChain ecosystem. A blog says that “by embedding Proof of Humanity (PoH) into ApeChain, we’re making dApps more Sybil-resistant, governance more transparent, and digital identity more powerful than ever before. With ApeChain as a zkProofer, developers on both Humanity Protocol and ApeChain can now build without limits.”The language of blockchain continues to be obtuse to most people; ApeChains and tokens, ZKP and SSI, LQDTY and IDNTTY, Yappers and Orbs. But for the moment, firms in the sector have a clear, common goal: build ecosystems of users, apps, credentials and currency – and do it as fast as you can.

On March 12, 2025, the Trump administration’s Department of Homeland Security (DHS) published an interim final rule that reactivates a long-dormant provision of U.S. immigration law that requires certain noncitizens to register with the federal government and always carry proof of that registration. The move represents a major shift in immigration enforcement policy and introduces new risks for millions of individuals living in the United States.Issued without public input, the impending rule – set to take effect April 11- has sparked significant controversy and has led to a federal lawsuit being filed by immigrant advocacy organizations.The rule mandates that all noncitizens over the age of 18 must carry documentation confirming their registration with DHS. While the rule clearly states the requirement to carry proof, it does not outline how federal authorities will determine whether the person holding the document is its legitimate owner. This lack of specificity has prompted concerns over enforcement, potential abuse, and the creation of a system that could invite racial profiling or wrongful prosecutions.Although the rule does not delve into the verification process, it does require that registrants provide biometric data, including fingerprints, during registration. This biometric information is collected to ensure accurate identification and is associated with the individual’s registration record.These biometrics are stored and associated with an individual’s registration file, meaning that identity verification, in theory, can be accomplished by matching the individual’s biometric data to the data on file. In this way, DHS plans to enforce identity integrity by relying on unique biometric identifiers as a confirmation mechanism.However, the practical application of this verification remains vague, especially in field scenarios involving federal officers and day-to-day interaction with law enforcement. Presumably, in situations where identity verification is necessary, authorities may rely on the biometric data collected during the registration process to confirm that the individual carrying the registration document is its legitimate holder.The rule was enacted under the guise of a procedural regulation, thereby sidestepping the traditional notice-and-comment process that allows the public to offer feedback and the agency to revise the rule accordingly. This decision has drawn substantial criticism from immigrant advocacy groups and legal experts who argue that the rule is not merely procedural but has profound substantive impacts on millions of lives. These groups contend that the rule should have gone through the normal regulatory process to ensure transparency, accountability, and fairness.In response to the rule, the American Immigration Council (AIC), in collaboration with several other advocacy organizations, filed a lawsuit in the U.S. District Court for the District of Columbia. The lawsuit, Coalition for Humane Immigrant Rights v. U.S. Department of Homeland Security, argues that the rule is unlawful on multiple fronts.The plaintiffs include several nonprofit membership-based organizations such as the Coalition for Humane Immigrant Rights, United Farm Workers, CASA, and Make the Road New York. They claim that DHS violated the Administrative Procedure Act by failing to engage the public in a rulemaking process, and that the rule is confusingly written, overly broad, and capable of generating chaos during implementation.“This rule is an invitation for widespread abuse,” said Michelle Lapointe, legal director at the American Immigration Council. “We’re talking about a new reality in the United States, in which anyone perceived to be an immigrant would have to carry their identity documents any time they leave the house and be prepared to show them to law enforcement on demand, at risk of being arrested. The United States is not a ‘carry your papers’ country, and this rule jeopardizes the freedoms and rights of millions of people who live here.”The legal filing emphasizes the rule’s activation of a World War II-era statute that has remained largely unused in peacetime and in the post-9/11 era, except under very narrow circumstances. Historically, registration of noncitizens has been limited to those applying for immigration benefits, and there has not been a mechanism for immigrants who entered without authorization to register post-arrival. The March 12 rule alters this dynamic by establishing a pathway for those not previously registered to do so now, with the caveat that failure to register – or to carry proof of registration – could result in criminal prosecution.The implications of the rule are far-reaching. Millions of individuals, particularly those who entered the country without inspection and have never had contact with federal immigration authorities, now face a difficult dilemma. By choosing to register, they risk exposure to immigration enforcement and potential removal proceedings. By choosing not to register, they face the risk of criminal prosecution.“The Trump administration promises aggressive and widespread enforcement of the registration rule though it is both vague and internally contradictory.  The result will be immediate, rampant racial profiling, including the mistaken targeting of U.S. citizens and others who have legal status, furthering the sickening abuses we have witnessed to date,” said Ben Johnson, Executive Director at the American Immigration Lawyers Association (AILA).This situation is made even more complex by the fact that many undocumented immigrants are already deemed registered under existing DHS classifications, such as those who hold work permits or who have previously been placed in removal proceedings.Nevertheless, the new rule introduces uncertainty, especially since it does not clearly define which categories of immigrants are considered registered. For example, individuals with Deferred Action for Childhood Arrivals (DACA) or Temporary Protected Status may be excluded from the definition of registered unless they also possess a work permit. Such ambiguities are causing confusion and fear among immigrant communities and advocacy organizations.The rule also grants DHS a powerful enforcement tool: the criminalization of noncompliance. Under 8 U.S.C. §1302 and §1306, noncitizens 14 or older who fail to register within 30 days of arrival, or who do not carry proof of registration, can be criminally prosecuted. While being in the U.S. without authorization is currently a civil violation, this rule effectively converts certain aspects of undocumented presence into criminal offenses. This move hearkens back to failed legislative attempts like the 2005 Sensenbrenner bill, which sought to criminalize unlawful presence.“People who choose to submit a ‘registration’ form may be opening themselves up to being arrested by immigration authorities and placed in removal proceedings. People who choose not to submit the form, on the other hand, may be in danger of criminal prosecution,” the American Immigration Council said. “Additionally, the Trump administration’s policy raises the possibility that immigrants who are registered – regardless of lawful status – might be criminally charged and penalized for failing to carry proof of their registration with them at all times.”Another concern is the government’s treatment of the rule as a procedural regulation. Critics argue that the rule introduces a new substantive requirement: a universal federal registration system for noncitizens, paired with a criminal penalty for noncompliance. This, they assert, is far from procedural and demands full public scrutiny. The failure to allow public comments has not only undermined democratic participation but also neglected opportunities to identify and resolve potential problems before implementation.The lawsuit filed by the American Immigration Council and its partners seeks to halt the rule’s enforcement, at least until a proper rulemaking process can be completed. Their legal challenge contends that the regulation will disproportionately burden immigrants and will likely result in discriminatory enforcement practices. It also warns that the implementation could lead to widespread confusion and fear, particularly among communities with limited access to legal resources or understanding of the immigration system.The Trump administration, through DHS Secretary Kristi Noem, has openly stated that the rule is designed to encourage self-deportation. This stark admission reveals the administration’s broader goal of creating an environment so inhospitable that undocumented immigrants choose to leave the country voluntarily. This strategy, critics argue, is morally questionable and legally dubious, particularly when implemented through opaque regulatory processes without public participation.As the rule’s effective date of April 11 approaches, immigrant communities and advocacy groups are bracing for what they describe as a dramatic escalation in enforcement and surveillance. The legal challenge now underway may determine whether the rule will stand as a legitimate tool of immigration control or be struck down as an overreach that violates fundamental rights and administrative law principles. Either way, the outcome will have lasting implications for the millions of immigrants living within U.S. borders and for the nation’s broader approach to immigration policy and civil liberties.

According to the UK Office for National Statistics, fraud accounts for around 41 per cent of all crimes in England and Wales, costing an estimated £6.8 billion (US$7.3 billion) each year. In the U.S., data breaches are having more severe consequences, and payment fraud is growing like a bad mold across the digital financial landscape. Injection attacks, deepfakes and other products of generative AI are getting easier to execute and distribute. The problem has become severe enough to force responses from both governments and the private sector.Supergroup of UK banks, tech and telecom firms bands together to fight fraud-The Financial Times reports on a plan by some of the UK’s biggest companies to begin sharing live fraud data, in a united front against a fierce and fast-advancing foe.A joint statement from the coalition says that after a period of testing, it is transitioning to real-time exchange of fraud indicator data, such as suspicious URLs or unusual transaction activity. Signatories include Barclays, Lloyds, Santander, Nationwide, HSBC, NatWest and Monzo on the financial side, as well as tech giants Amazon, Google, Match Group and Meta, and telecoms groups BT and Three.Ruth Evans, chair of Stop Scams UK, a cross-sector umbrella group leading the initiative, says that “by making this pledge, our members are redoubling their efforts to create a safer environment for all businesses and consumers online.”The previous testing period in 2023 saw relatively little data exchanged compared to what is now possible. This year’s growth in severity means organizations must be even more diligent moving forward and work even harder to defend against the oncoming identity fraud attacks such as those in account creations, social engineering scams, and account takeovers.”The report identifies communities and gaming as industries seeing the highest rates of digital fraud globally. Communities, which encompasses online dating and forums, showed the highest rate of suspected digital fraud attempts, with nearly 12 percent of all attempted community transactions suspected to be fraudulent. Video gaming does not fare much better, at 11 percent, while online gambling and retail both come in at 8 percent.Everybody fraud now: easy access to data, tech makes fraud an easy side hustle-Meanwhile, Sift’s newly published Q1 2025 Digital Trust Index reveals what a release calls an “alarming trend in the democratization of payment fraud,” noting that “34 percent of consumers have seen offers to participate in payment fraud online – an 89 percent increase over 2024.”Once thought to be the purview of shady hacker types in hoodies, fraud is now not just a risk for individuals, but also a lure. “The democratization of fraud through the widespread availability of stolen payment information and validation tools – easily found and purchased online – is luring ordinary consumers into cybercrime,” says Kevin Lee, SVP of customer experience, trust and safety at Sift.The trend is particularly concerning in that it appears to appeal to young people; per the report, “among those who personally participated in or know someone who has participated in payment fraud (23 percent of all surveyed consumers), 32 percent of Gen Z and 43 percent of Millennials admitted to personally participating in payment fraud schemes.”Industries that showed the highest attack rates include ticketing and reservations at 7.4 percent, social media at 5.2 percent, and transportation at 4.8 percent. A summary of the report on Sift’s website says “high-demand events, such as the Taylor Swift concerts, have forced ticketing platforms to process transactions more quickly to meet customer expectations, opening the door to more fraudulent activities. As a result, the ticketing industry saw an 85 percent rise in attempted payment fraud year-over-year.”Data from BioCatch shows young people just as vulnerable as the elderly-BioCatch is not letting Europe off the fraud hook; its new report notes that France lost an estimated €4.5 (~US$4.8) billion to fraud in 2023.In a release, BioCatch Director of Global Fraud Intelligence Tom Peacock says “57 percent of French citizens say they’ve received scam messages and 13 percent report having fallen victim to a scam.” But the figure swells to 72 percent – with 16 percent falling victim – among those 35 and younger.Peacock notes that, “while many might find it tempting to stereotype the elderly as the most vulnerable targets for scammers, in France, data shows young people both receive more scam attempts and fall victim to those attempts more often than those from older generations. ”Investment scams are also on the rise, having tripled over the last three years. Per the report, more than 3 percent of all French citizens – an estimated 22.7 million people – admitted to losing money to this type of scam. The long-term consequences can be damaging psychologically; BioCatch data shows that “six months after falling victim to a scam, some victims still log into their online banking accounts twice as frequently as they did before they lost any money, suggesting feelings of anxiety, mistrust and fear.”Feedzai takes a look at account takeover fraud-A new report from Feedzai looks at account takeover fraud (ATO), which cost U.S. adults approximately $23 billion in 2023. ATO crime has risen steadily in recent years; per a release, data shows that bank accounts saw the most significant surge in ATO activity from 2021 to 2023, with a 10 percent rise.The report says global fraud losses are expected to reach $5 trillion, but several avenues for preventing ATO attempts are available, including behavioral biometrics, malware detection and device fingerprinting.NEC says face biometrics can stop fraud – if systems are good-NEC likewise has things to say about fraud and how it impacts people. “People don’t think about security until it fails,” says a new post from the facial biometrics provider. “But what they remember is how the experience made them feel. If onboarding feels seamless, they stay. If transactions feel safe and smooth, they come back. If something feels off – or clunky – they look elsewhere. Bitcoin Ordinals are a protocol where users can inscribe data such as images or text onto the smallest units of Bitcoin (satoshis) to create unique digital assets, which are similar to NFTs, on the Bitcoin blockchain. By connecting the ordinals to identity Ordinals Plus hopes to address a trust gap in this growing ecosystem. A U.S. District Court has struck down Arkansas’ age assurance law, handing a win to NetChoice, the industry lobby group that represents the world’s most powerful tech firms, challenging laws they deem unconstitutional and/or inconvenient.In a rather gloating release, NetChoice quotes the Court decision in NetChoice v. Griffin: “if the legislature’s goal in passing Act 689 was to protect minors from materials or interactions that could harm them online, there is no evidence that the Act will be effective in achieving that goal.”Judge Timothy Brooks’ ruling gives NetChoice plenty of ammo, saying the legislation “takes a hatchet to adults’ and minors’ protected speech” and deeming it to be an ineffective “content-based restriction on speech.” The age assurance law is now blocked from taking effect, and NetChoice has obtained its first permanent injunction.“The court confirms what we have been arguing from the start: laws restricting access to protected speech violate the First Amendment,” says Chris Marchese, director of the NetChoice Litigation Center. “And while we are grateful that this law has been permanently struck down and free speech online preserved, we remain open to working with Arkansas policymakers to advance legislation that protects minors without violating the Constitution.”Marchese argues that the ruling “protects Americans from having to hand over their IDs or biometric data just to access constitutionally protected speech online,” and “reaffirms that parents – not politicians or bureaucrats – should decide what’s appropriate for their children.”It remains to be seen whether or not these arguments, and the Arkansas decision, will convince the rest of the U.S.Senator says Colorado age assurance bill takes cues from Project 2025-In Colorado, there is opposition to Senate Bill 201, AKA the “Require Age Checks for Online Sexual Materials” bill. In an opinion piece for the Colorado Sun, State Senator Nick Hinrichsen notes the risks associated with sharing personal information related to sexuality and legal adult content consumption – especially in a cultural climate that has shown an appetite for both Christian moralism and public humiliation as political tools.Hinrichsen says the roots of the Colorado legislation “can be traced back to the conservative agenda outlined in Project 2025,” referencing the notorious blueprint for conservative reform associated with the Trump administration. “Neither the government nor private entities should be in the business of tracking what consenting adults view online, especially when the risks of leaks and misuse are so high.”He argues that “the First Amendment protects access to legal content, including adult material” and that SB 201 “creates an “unconstitutional burden on lawful expression, ignoring the fact that less restrictive, more effective solutions – like parental controls – already exist.” Moreover, he notes the “dangerous implications” beyond the bill’s stated intent, raising concerns that resources for LGBTQ+ youth and reproductive health could easily be labeled as “harmful content” by ideologically motivated politicians.Hinrichsen ultimately believes the law will set a “dangerous precedent for government overreach, privacy violations and censorship,” which will disproportionately harm marginalized communities.FTC’s COPPA Rule stalled in Trump suspension of regulations-Critics of age assurance laws may take some comfort from coverage in MLex, which looks at how the current administration’s unorthodox approach to government – and, particularly, its freezing of the activities of the Federal Trade Commission (FTC) –         has delayed action on age legislation.Madeline Hughes writes that, “while Republicans are working to pass legislation, the regulatory freeze implemented by the Trump administration has left the updated Children’s Online Privacy Protection (COPPA) Rule that would limit the third-party use of children’s data in limbo.”And, she says, “the removal of the FTC’s two Democratic commissioners has also created friction in a typically bipartisan area of agreement.”The FTC is tasked with protecting children online under COPPA. Its newest COPPA Rule, adopted in a unanimous 5-0 decision in mid-January, requires parents to opt in to third-party advertising and limits companies’ ability to monetize children’s data. Australia’s government could make it easier for businesses to retain less data, meeting a goal it has set for itself, by instead requiring them to use a reliable identity verification method like the Australian Government Digital Identity System (AGDIS), stakeholders say.The Law Council of Australia makes this argument in a submission responding to the latest update on the Commonwealth Data Retention Review. The Discussion Paper for the Data Retention Review was published by the Department of Home Affairs and the Attorney-General’s Department in February.The principle of minimizing data retention requirements, particularly for personal information, is one of four proposed in the Discussion Paper.Draft Principle 1 states that agencies should consider the necessity of data retention and minimize requirements for it as much as possible.The Council approves of the proposal in Draft Principle 2 for limited periods to be specified for data retention provisions, which are needed for alignment with the Australian Privacy Principles enacted a decade ago.Similarly, the Governance Institute of Australia sees the Government Digital ID verification system launch without reduced retention requirements as duplicating data handling.“Where businesses have viewed or verified customer information through third party ID providers, the requirement to store this information should be abolished,” the Institute recommends in its response.The body also argues that Australia needs a dedicated digital ID regulator, which would take responsibility from the Australian Consumer and Competition Commission (ACCC) and the Office of the Australian Information Commissioner (OAIC).The preference for AGDIS is also shared by the Property Council of Australia, which notes that its members are preparing for compliance with anti money-laundering (AML) and counter-terrorism financing (CTF) reforms that kick in on July 1, 2026.The OAIC published a new regulatory strategy for digital ID just weeks ago, which notes that “organizations collecting this information are often just as uncomfortable about holding ID documents as most people are about sharing them.”

The U.S. Office of Management and Budget should preserve existing AI transparency and safety protections as it acts on Executive Order 14179, the American Civil Liberties Union and a host of other advocacy groups say in an open letter.The ACLU says Memorandum M-24-10’s provisions on inventories of government AI use cases and the minimum practices for AI uses that impact people’s rights and safety are too important to be set aside as the Trump Administration goes about “Removing Barriers to American Leadership in Artificial Intelligence.”The new Executive Order comes along with a repeal of the Biden Administration’s EO 14110, but not the Memorandum, which followed from it.A year ago, the World Privacy Forum called the Memorandum “a seismic policy shift” for biometrics providers and users.AI is already playing a part in people’s lives, the ACLU argues, and the noted provisions are mandated by the Advancing American AI Act and the AI in Government Act of 2020. The group further says that President Trump’s Executive Order 13960, in directing agencies to build public trust and confidence in AI by protecting Americans’ rights and freedoms, laid the groundwork for Memorandum M-24-10.ACLU identifies rules around risk assessments and facial recognition in law enforcement and replicating a person’s likeness of voice without consent as important rights protections built into the Memorandum.Access Now, the Electronic Frontier Foundation, the Electronic Privacy Information Center (EPIC), New America’s Open Technology Institute and a pair of Christian groups are also among the 13 signatories to the letter.M-24-10 also specifies that data used in AI should be assessed for bias, and disparities that might lead to bias mitigated. The troops confiscated additional weapons, including mortars and dozens of rockets.The site had previously served as a headquarters for a unit within the former Syrian regime. The military said these activities are for the purpose of removing threats to Israel, and specifically, threats posed to the residents of the Golan Heights. The IDF killed several armed targets who fired on troops in the Tasil area of southern Syria on Wednesday night, the military confirmed Thursday. Additionally, troops confiscated weapons and destroyed terror infrastructure. A report at Al-Ain media in the UAE says that recent US strikes in Yemen have caused heavy losses among the Iranian-backed Houthis. The report says that “the US military has intensified its airstrikes on Houthi militia bases, facilities, and command centers in their main stronghold in Saada Governorate, northern Yemen.”Saada governorate is one of the largest governorates in Yemen and includes an area in northwest Yemen along the border with Saudi Arabia. The capital of the region is Saada city. The city has a population of around 50,000 and is in the mountains, around 1,800 meters above sea level.“The US military launched a new series of airstrikes early Wednesday morning, targeting militia barracks and hideouts east of Saada city and Al Salem district in the same governorate,” Al-Ain reported.Locals said they heard loud explosions in the area. The report said that ballistic missile systems may be in this area, as well as Houthi command centers. “The Houthis acknowledged five airstrikes, including two on Saada city and three on Al Salem district, amid continued intensive US airstrikes.”The report goes on to say that over the last two days, between March 24 and 25, the Houthis have suffered some of the heaviest airstrikes since the US began this operation on March 15. The strikes have included more than 15 raids on the Sahar and Kitaf districts in Saada, in addition to two raids on the town of Qahza, southeast of Saada."This escalation comes after the Houthis announced their ninth attack on the US aircraft carrier Truman in the Red Sea.Overall, the US has carried out strikes in eight of the twenty-one governorates of Yemen, the report claimed.The Houthis continue to claim attacks on the US. The Abraham Accords were signed in 2020 between Israel, Bahrain and the United Arab Emirates. Other countries, such as Morocco and Sudan, have joined the accords over the last five years. However, the Hamas attack on Israel on October 7, 2023, was an attempt to derail the process of regional integration and coexistence that the Accords helped foster. In addition, other countries that may want to join the Accords have been waiting for their chance. Democrat Congressman Brad Schneider and Republican Congressman Abraham J. Iran’s nuclear program may need to be struck in multiple rounds of aerial strikes in order to finally end the country’s atomic threat, Jewish Institute for National Security of America (JINSA) President Michael Makovsky told The Jerusalem Post in a recent interview.As the Trump administration’s deadline for the Islamic Republic to agree to a new nuclear deal winds down to one to two months, one of the objections to Israel or the US attacking the nuclear program is the idea that the Iranians could just rebuild it.This could mean that Jerusalem or Washington take on a large risk and may face significant retaliation without even achieving the longer-term objective of stopping a nuclear Iran.Responding to this possibility, Makovsky stated, “So hit them again. Unfortunately, you might have to, if they keep trying to rebuild [the nuclear program]. You are not going to be able to get everything [in one strike]. Israel can’t.“America could do something to be helpful. Refueling, helping with air defense, making sure Tehran understands that they could be a target if they try to widen the war to Dubai or Riyadh. I could see [US President Donald] Trump doing that. And then later we just hit them again,” if need be.If we “keep doing that [attacking] and they’ll make it harder and bury things [elements of the nuclear program] further underground, [nevertheless] until this regime falls and there is a new regime that doesn’t want to pursue nuclear weapons, and cares about the welfare of their citizens,” there is no real other choice, he said.What about using the maxim pressure campaign to coerce Iran Supreme Leader Ayatollah Ali Khamenei into refraining from moving closer to a nuclear weapon, in lieu of an attack? Makovsky stated, “The maximum pressure campaign will be especially helpful after an attack. It is more important after an attack than before an attack. Iranian society is very vulnerable. There is terrible mismanagement in the economy. The people’s welfare is ignored. The fact that they have heating issues in the country with the largest natural gas reserves is mind-boggling to even imagine.”In other words, an attack on the nuclear program along with the maximum pressure campaign could have a much greater combined chance of weakening Iran’s regime.Another option is if Khamenei does make concessions and agree to a new nuclear deal, as Trump has said is his preference.Opposing this, Makovsky said, “No, you have to attack. That [a new deal] would just be kicking the can down the road. I think there is no choice. And for people in the US who say they do not want another war: first of all, there could be an option that it could be contained, especially if the US would go after Tehran if it tried to widen any war.”In fact, Makovsky said that the only positive development about Trump’s move to open new nuclear talks with Iran was that “at least he set a deadline” which can get all efforts against the Islamic Republic’s nuclear program moving.Makovsky warned that “time is short and the Iranian are masters at drawing things out. They squeeze the other side while they are advancing their nuclear program.“Trump and Witkoff see themselves as master negotiators. They’re going up against real masters,” he noted.However, he also stated, “The US has lots of cards to play, and Trump is playing them better than [former US president Joe] Biden. Hitting the Houthis and holding Iran responsible is way overdue. I really commend him a lot. Biden should have been doing this from the beginning. Trump deserves credit.”Continuing, he said, “There is some debate about where the Iranians are in developing their nuclear program. Some say they are not weaponizing, so therefore we have time. Obviously, regarding uranium enrichment, we have no time,” given that Tehran has already enriched enough uranium to the 60% and 20% levels to convert to the 90% weaponized level for several weapons in a very short time.Many estimates say that enough weaponized uranium for one weapon could be prepared in around one week, while several could be prepared within a few months.“First of all, we should always be suspicious [whether] we [really] know so much. We have to be very humble,” he said.Moreover, he cautioned that there are three trends supporting the idea that time is running out on negotiating with Tehran.One, he said, is that time is running out for Israel “to settle accounts with Iran regarding October 7, not because they instigated the attack, but because they were preparing, helping, and training Hamas.” Put differently, if not for Iran’s help, Hamas could never have pulled off the October 7 invasion.Two, Makovsky suggested that “Israel has learned from October 7. What Israel did on October 26: neutralizing the S-300s, and obviously effectively neutralizing Hezbollah as a threat – this is an opportunity now to do something,” before Iran becomes less vulnerable.Three, the JINSA head said time is running out for Israel “to restore its deterrent posture. This became more acute. They [Israelis] have been warning about doing this for 25 years. If you don’t do it [attack] when there is an existential threat or you keep saying it is [an existential threat], what happens to your deterrence posture?”He added, “It is the same with the US, but America is so strong that it can get away with it,” without using force as often.Converting US military aid to Israel to joint R&D in long-term-On March 11, it was disclosed that the Heritage Foundation was rolling out a plan to reduce US military aid to Israel in a gradual process over multiple decades. Ambassador to the US Yechiel Leiter withdrew his planned appearance at the Heritage event where the plan was due to be rolled out and the think tanks took some hits from the pro-Israel sphere.Responding to this, Makovsky said, “Knowing the people involved, I know their motivations are coming from a good place. Where it should be spent, I am not sure,” he stated.Next, he said, “Israel’s GDP per capita is higher now than before. Right now, we still cannot talk about it. Now, Israel needs more military support. But over the longer term, we’ll want to head toward more joint R&D.”Also, he noted a November vote in Congress in which “19 Democratic senators out of 50, led by Bernie Sanders, voted to withhold aid to Israel after the election. So that is 38% of the Democrats. A few Republicans supported it,” but mostly not.“Americans don’t like foreign aid. Politically, it’s challenging in the near term.... I am less worried for now, but this is about deep in the future. Americans are pro-Israel.... But in the longer term, in the decades ahead this could be different.”Syria-Lebanon-Next, Makovsky was questioned about how, when, and under what conditions the IDF should withdraw from its buffer zone in southern Syria, including the Syrian Hermon.Responding, he said, “I would not be in any rush to leave. We have to see what kind of government this is going to be.... I wrote something years ago after the Syrian civil war started, suggesting we should push for a federalized Syria.“What people in the West don’t understand, which Israel understands more, since Israelis live in the region, is that this region was all Ottoman 100 years ago. Then it was divided up, and mostly artificial states were created, with borders drawn by drunk cartographers who were blindfolded,” he added.Further, he said, “there are Kurdish areas spread out over four different countries. They were the biggest losers. Winston Churchill installed Sunni Arabs in control of majority-Shi’ite Iraq; and Abdullah, who was from another minority, in control of Transjordan. They had no idea about Sunni versus Shi’ite issues.”Makovsky said that the “mix of ethnicities are explosive over time.... Many people view Israel’s border as always fungible, but with other states, they say, ‘no this is sacrosanct.’ Really? Why? Are borders sacrosanct? ISIS and the Iranians have proven they are not.“Israel has changed its view. Before, Israel always thought you wanted a strong capital in Syria, so you had an address. Now Israel has come to learn some of the value of a weak capital in Syria. Israel has bombed so many things and can do whatever they want,” said the JINSA chief.Continuing, he remarked that maybe a strong Sunni state which blocks Iranian influence and smuggling in the area would be in Israel’s interest, but that if Syria goes more in the direction of the Muslim Brotherhood, as it might go with support from Turkey, that would not be in Jerusalem’s interest.Regarding the IDF’s five outposts in Lebanon, he said, “I would be in no hurry to leave them either. The Lebanese army needs to take over, and UNIFIL is a joke.”Gaza-Regarding Gaza, Makovsky thought that the Trump Gaza plan opened up a wider conversation about problems that had been ignored.While he does not have a clear solution for what should happen with managing Gaza in the long-term, he hopes some non-Hamas locals will be involved, and acknowledges that most Palestinians probably would not leave Gaza. He has issues with both the latest Egypt plan for rebuilding and with a long-term military occupation.In fact, mostly he said that Israel should focus on its security needs, such as making sure that however Gaza’s future develops, the Jewish state retains a security zone, like it has in Lebanon and Syria.“Israel needs to do what it needs to do for its security. People in the Israeli South have to feel safe to make sure there is not another October 7,” he concluded.

Or even thought about one? Right. It doesn't come up much. And yet these invisible assets have the potential to give with one hand and take with the other, creating major cyber security risks.Satellite OverviewSatellites form networks by communicating with each other and ground stations on Earth. They're essentially high-tech relay stations positioned miles above us. These networks transmit everything from TV signals to GPS coordinates to internet data. Modern satellite networks can include thousands of individual satellites working together. Starlink, for example, has over 7,000 satellites orbiting Earth.The risks come from how these networks operate. Each satellite is basically a computer in space - with software that can be hacked. The signals traveling between satellites and Earth can be intercepted or jammed. And because satellites are hard to physically access once launched, fixing security flaws becomes extremely difficult. A compromised satellite could potentially spy on communications, disrupt critical services, or even be used to attack other satellites.This invisible infrastructure surrounds us every day. Weather forecasts, military communications, financial transactions, and emergency services all rely on satellite networks. Yet most of us never think about their security until something goes wrong. As we become more dependent on these space-based systems, protecting them becomes increasingly important for our daily lives and national security.What Could Happen-So how bad could this get? Occasionally, a threat will outpace our ability to catch it. For the most part though, satellites keep doing their good work without interruption.How Worried Should You Be?Satellite networks face real cyber threats today. Hackers can target satellites to steal data or disrupt services. This affects everything from phone calls to GPS. It is a threat that our national government takes seriously.A concern for nations all over the world. Modern satellites have better security, but many older ones remain vulnerable. Attacks could impact military communications, weather forecasting, and internet access. However, space agencies and companies are working hard to strengthen defenses.Do you ever read about a security breach and think something like "Oh no! None of us are safe in the digital age." This followed by the thought, "But in what way does this story actually affect me?" Right. Because there are thousands of people working tirelessly all over the world to make sure that it doesn't.The laws are antiquated, sure. Helsinki (AFP) April 4, 2025-Swimming pools, playgrounds and amusement parks: Finland's underground facilities, which can double as bomb shelters, have emerged as an inspiring approach as Europe ramps up preparedness after Russia's invasion of Ukraine.Finland shares a 1,340-kilometre (830-mile) border with Russia.
